EnglishFounder and Partner/Director of the Practice since 1982. He is the keystone of the operation, settling the queries of any of the Departments at the practice with his professional judgment.
As well as being a lawyer, he is also a Technical Employment and Social Security Inspector.
In the legislative field of politics he has served several terms as parliamentary representative for Badajoz in the Congress of Deputies.
Within the executive branch he has been Director-General at a number of ministerial Departments (Education, Employment, Social Security, Interior), and was the first Minister of Health and Social Security of Spain’s democratic era.
In the field of business he has served as Director, Company Secretary and Lawyer and Chairman of various companies in both the public and private sectors (construction, consultancy, advertising, graphic arts, healthcare, etc.). The most notable of these positions was at CAMPSA.
He is currently the Insurance Customer Ombudsman of the health insurer “SANITAS Sociedad de Seguros S.A.”, Chairman of FUNDAMED and a member of the Board of Trustees of the ADECCO FOUNDATION for Occupational Inclusion.
At the Practice he coordinates the various Departments and is head of Constitutional Law, while directly handling the business of “Consulting de Derecho Sanitario”, covering a wide range of clients involved in the world of healthcare.
Health and Pharmaceutical Law is among his most accredited specialist fields.

Sabbatical lecturer at the Escuela de la Hacienda Pública, for State Tax Inspector qualifications.
In the field of the Tax Authority, he served as a State Financial and Tax Inspector from June 1982 to April 1990, holding the following positions during this period: Chief Inspector of the Regional Tax Office for Cuenca in 1983 and 1984; Head of the Inspection Unit of the Regional Tax Office for Burgos in 1984 and 1985; Tax Office Administrator of San Blas until 1987, and up until his leave of absence in April 1990, Assistant Inspector at the National Inspectorate Office.
